    Blue could mean musician or possibly Scottish Highlander.  The mount makes me think it was for something more sturdy, maybe to mount on the
    headdress
    off a horse?  I also think the bristles are natural, maybe horse hair.  They are very brittle.  Probably pre WW1 19th century.  About 11.25 inches tall
