These are NEW surplus inventory.  Heat sinks have some visible scratches on the Black Anodized Surface from handling and shipment, but product is new and has not been used.

NEW SOFTWARE may only be returned if unopened or if software is defective. If software is defective, replacement of the same item will be sent to buyer once defective software is received. Buyer will be credited for return shipment costs at a maximum of .95. If buyer returns unopened software (not returned due to defect), buyer pays return shipping and item must be returned in original condition.
