Solid porcelain, I can't make out the maker stamps on the back. Unknown vintage (I couldn't find an example of this ashtray). Top white rim undulates with 4 high spots (to provide sections/separations instead of the more typical well for a cigarette). One of the high spots has some tiny glaze wear or loss (could be a tiny glaze chip or as likely a spot where the glaze didn't stick because it was a high spot). Also, around outer rim there is a spot in the blue glaze where the underlying porcelain shows through (surface has a faint rough feel so it is not glazed over with clear, I assume it is from original casting or possibly smoothed over after firing etc).
